House Bill 1 (2021): Disasters, Governor’s Powers

House Bill 1 (H0001focuses on three elements: separation of powers between the executive and legislative branches, the right to work in a pandemic, curbing the powers of the Governor.  This bill would limit the power of the Governor to restrict a person’s ability to work or attend religious meetings during a state of emergency. It would grant a part of that power in the legislature so as to create a more balanced government.  Lastly, it would limit the time of a state of emergency to 30 days, after which the legislature would be required to approve any further restrictions.
