Thousands of signatures were collected across Idaho requesting that public hearings be scheduled to discuss changes made to an administrative rule under the name of “vital statistics”: IDAPA 16.02.08 – COMPLETION AND CORRECTION OF CERTIFICATES.
(More information has been published on the Idaho Administrative Bulletin and can be found here.)
Since April 2019, Idahoans have been able to request that changes be made to their birth certificates regarding their gender through the Idaho Department of Health and Welfare. Initially, citizens under the age of 18 could alter the gender listed on their state-issued birth certificate with the consent of only one parent. A change was proposed to the rule on July 3, 2019, requiring that those under the age of 18 also receive a signed form by a licensed medical professional. This slight change made an opportunity for the entire rule to be publicly reviewed.
Unfortunately, not all of the 22 counties that petitioned the Idaho Department of Health and Welfare received scheduled hearings. Only five public hearings were scheduled for September to review the new rule change.
We hope that you will be able to participate in at least one of these meetings in order to have your voice heard. If you are unable to attend a public hearing, you are invited to send comments and concerns to Tamara Prisock (Administrator, Division of Licensing and Certification at Idaho Department of Health and Welfare) at firstname.lastname@example.org no later than Wednesday, September 25, 2019.
Also, we have provided a link where future public hearings will be listed. You are invited and encouraged to review the list of hearings frequently and participate in any of the other hearings that may be of interest to you: public hearings scheduled.
